Among the unplanned activities, there was a discussion with the Ministry’s office to resolve a complaint against the directive issued by the Ministry of Finance to make it mandatory for lawyers to keep accounting records. A decision was made to deal with a fixed cost table according to Directive No. 138/2010. Additionally, a request has been submitted to the ministry to prepare a guideline to solve the problems seen in tax payment by lawyers and advocacy organizations in a sustainable manner.
Awareness training on the Administrative Regulations Proclamation No. 1183/2012 was provided to 667 senior and middle managers of 10 federal ministries and their accountable institutions. New monitoring of policy making and administrative decision-making has started on 7 institutions, and they are currently collecting information on all institutions. A re-monitoring work was done on 4 institutions (Ministry of Health, Ministry of Education, Customs Commission, and Ministry of Trade and Regional Relations) based on the monitoring carried out in 2014. A report has been prepared and completed for these institutions.
Data collection is being done in the offices of the Minister of Revenue, Minister of Finance, and Minister of City and Infrastructure. In 2 institutions that were monitored in 2015 (Government Social Security Administration and Addis Ababa City Administration Revenue Office), the initial report was discussed with the senior and middle managers of the institutions. Based on the discussion, the report was developed and a final report was prepared.
The Ministry of Agriculture, the Ministry of Women and Social Affairs, the Social Security Administration of Private Employees, the Addis Ababa City Administration Regulation Enforcement Authority, and the Addis Ababa City Administration Finance Office are currently being monitored for the creation of the platform.
A case study was conducted to identify the legal and implementation challenges faced in the process of implementing the Federal Administrative Procedures Decree. A report has been written and completed. Training was given to 20 judges of the Federal High Court on the Promulgation of Federal Administrative Procedures. A validation discussion was conducted on the case study report. The legality of the existing guidelines of the Ministry of Finance and the Ministry of Revenue is being checked, and correction work is being done.
The first phase of the elaboration of the draft directive to monitor the enforcement of federal laws and establish an accountability system to increase compliance with the law by executive federal government offices has been completed. A record has been organized to pass the preliminary directive ceremony according to Decree No. 1183/12. A draft law has been sent for comment.
In terms of administrative hearings, a new case was presented to the court in the administrative hearing of the product market and a decision was made. The goal is to increase the number of cases in which anti-competitive activities have been decided by the Commercial Competition and Consumer Protection Administrative Court to 85%. 94% of this performance has been achieved, with 4 cases being decided and 1 case in progress. In the Commercial Competition and Consumer Protection Appellate Administrative Court, decisions were given in 4 out of 5 appealed cases, resulting in revenue of Birr 3,334,121.63 for the Ministry of Trade and Regional Cooperation. One remaining record is carried over to the next month.
