Procedure:

Main Lesson (15 minutes): 1. Define taxation: Explain that taxation is the process by which a government collects revenue from individuals and businesses to fund public goods and services. 2. Discuss the principles of taxation: a. Benefit Principle: Explain that individuals should pay taxes in proportion to the benefits they receive from public goods and services. Give examples, such as toll roads or user fees for public facilities. b. Ability-to-Pay Principle: Explain that individuals should pay taxes based on their ability to pay, which is determined by their income or wealth. Discuss progressive, regressive, and proportional tax systems. c. Equity Principle: Explain that taxes should be fair and just, ensuring that individuals with similar incomes pay similar amounts of taxes. Discuss horizontal and vertical equity. d. Simplicity Principle: Explain that tax systems should be simple and easy to understand, reducing administrative costs and compliance burdens. Give examples of complex tax systems and their drawbacks. e. Efficiency Principle: Explain that taxes should not distort economic behavior or discourage productive activities. Discuss how high tax rates can discourage work, investment, and entrepreneurship. 3. Provide examples and case studies for each principle to help students understand their practical implications. 4. Encourage students to ask questions and participate in discussions.

Conclusion (5 minutes): 1. Summarize the key points discussed during the lesson. 2. Ask students to reflect on the importance of tax principles in designing an effective tax system. 3. Assign a short homework assignment, such as researching and analyzing the tax system of their country or a specific tax policy.
