Dmitry Sokolov is a fictional arms manufacturer who represents those taking advantage of Russia’s assets after the collapse of the Soviet Union. Russian arms dealers can supply a wide range of equipment, from anti-aircraft guns to tanks to MiG fighters. In 2012, Iraq spent $4.2 billion on arms from Russia, including helicopters, to rebuild its military. These weapons were used in the battle to retake Fallujah from IS.
