In the middle of the fiscal year, the Directorate General of Civil Justice Administration and its divisional offices carried out various civil activities. Among the 157 records that were directly contested, decisions were made on 33 records. The Attorney General was satisfied with 31 records, 2 records were resolved, and 1 record was discontinued at the plaintiff’s request. The overall performance in this area was 93.94%. This resulted in a savings of 32,368,571.29 birr that the government could have spent on the records of the Act. Additionally, the department was acquitted of a $10.6 million lawsuit in the United States.
In terms of appeal records, there were 39 disputed records, with 17 records where the prosecutor was the appellant and 22 records where the prosecutor was the respondent. Out of the records in which the prosecutor appealed, 5 records received a decision and 4 prosecutors were satisfied, while 1 record was rejected. The performance in this area was 80%. For the records in which the prosecutor was the respondent, a decision was made on 11 records, with the prosecutor failing in one case. The performance in this area was 90.91%. The overall appeal performance was recorded as 85.45%.
Regarding the execution of judgments, the Directorate General monitored 40 records in the six months, with a total amount of money of 47,976,018.45 birr, 8,553,239.59 dollars, and 371,444.38 euros. 30 citizens who received legal assistance in the execution of judgments were awarded 8,724,580.66 birr, resulting in a 100% execution rate. In the negotiation process, there were 33 records with a total amount of 1,527,508,501.91 birr and 835,843,187.16 dollars. 19 records were successfully concluded with an agreement, 1 record was terminated due to third party interest, and 14 records are still in progress. The performance in this area was 95%, exceeding the plan. By concluding the issues through negotiated agreements, 6.5 million US dollars and 188,505,934.12 birr were saved from being spent by government institutions.
The department is participating in 10 cases that are in the process of arbitration and investment disputes. There are 7 records under dispute, with a total amount of money of more than 792,413,143.71 US dollars. All cases are on schedule, but no decisions have been made yet.
In terms of legal advice and free legal assistance services, 741 queries were received from government institutions and individuals, and all were responded to. The performance in this area was 100%. The amount of money provided through the service was 2,853,715,344.89 birr, 84,364,342.42 USD, 387 million Japanese Yen, and 25,600 Euro. The queries included requests from government institutions, women, children, the elderly, disabled individuals, men, and people with HIV.
In terms of contract preparation and examination, 16 questions were submitted, and appropriate responses were given to all of them, achieving 100% of the planned performance. The amount of money involved in these cases was 75,702,174.67 birr and 7,548,432.41 dollars.
Efforts are being made to resolve civil cases through negotiations, so there are no cases that have been directed to be decided. A special plan has been prepared for monitoring institutions and examining audit findings. The department is also focusing on the findings of the audit of Mizan Tepi University and has started research work. Monitoring and support are being provided to 10 identified institutions to improve their work.
