In the past six months, significant progress has been made in drafting various laws and regulations. The Financial Services Code has been under development for the last six months, and six draft laws, two regulations, and four decrees have been drafted during this period. These include the Housing Rent Bill, the Religious Freedom Protection and Management Bill, the Reform Commission Establishment Regulation Amendment Bill, the Private Arbitration Center Establishment Bill, the Government Arbitration Center Establishment Bill, and the Government Protocol Bill.
Support has also been provided to other institutions in drafting their respective laws and regulations. For example, the civil service commission has received assistance in drafting the civil service administration draft decree, civil servant’s discipline maintenance and complaint submission draft regulation, human resources assessment and verification center establishment draft regulation, and government employees’ current information management, organization, and maintenance draft regulation regulation. The investment commission has been supported in developing the special economic zone bill, and the Ministry of Women and Social Affairs has received assistance in preparing a draft law on service provision standards for day care centers.
To ensure the quality and compliance of the draft laws, a legal examination and correction process has been implemented. In the first six months of the fiscal year, 84 draft laws (23 decrees, 12 regulations, 47 guidelines, and 2 policies) have undergone legal examination and correction, achieving a 100% performance rate.
In addition to law drafting, efforts have been made in the preparation of the transitional justice policy. A group of experts has been formed to gather inputs and information from the public and relevant parties through discussion forums. The policy formulation is currently in progress.
Legal research has also been conducted in collaboration with other departments. One research project focused on the legal framework and practical situation of religion-government relations. Another team is currently conducting research on three topics: Civil Justice Policy Preparation Study, Criminal Punishment Consistency Study, and Organized Crime Fighting Roadmap Preparation Survey.
Furthermore, a manual on crimes related to the provision of medical services has been developed based on input from stakeholders, and the work on this manual has been completed.
